But while the Volt is very much a legitimate Plug-in hybrid vehicle, I intentionally left it out because of its gasoline engine -- same goes for the Prius Plug-in and Fisker Karma. The automakers listed here that have produced many of the cars mentioned have all done so in order to hit that zero-emissions mandate so any hybrid engine won&#039;t count.&lt;/p&gt;
