FCC Chairman Michael Powell’s plan to begin a proceeding on Voice over Internet Protocol has run head long into law enforcement’s concerns regarding the digital-wiretap act.

“It was widely believed that Powell hoped to open a VoIP proceeding, advocating as little regulation on VoIP as possible at next week’s FCC meeting. Now that is in doubt. Federal agencies are usually allowed to put off agenda items for at least one month.”
