Senators failed to reach a compromise Tuesday on renewing an expired ban on taxing the services that connect consumers to the Internet.
Republicans split over the ban’s potential effect on state and local governments. Democrats found no consensus among themselves, either.
The debate took an abrupt turn away from Internet taxation into energy policy when Senate Democratic leader Tom Daschle of South Dakota, moved to attach renewable fuel and ethanol production incentives to the tax bill. A key Republican, Senate Energy Committee Chairman Pete Domenici of New Mexico, took advantage of the opportunity to revive the rest of a stalled energy bill.
