		<description>It seems that the FCC is using suspicious statistics to extend its power base.  The 1984 Cable Act&#039;s 70/70 provisions were designed to prevent Cable companies from exerting too much market power.  It seems strange that the FCC is having to include Video-over-Fiber subscribers from the competing telephone companies in order to reach the necessary 70% threshold in order to impose regulation.
