I’m sure it’s underrated but Windows Phone needs a larger install base for it to make sense to these developers though.

Windows Phone market is very underrated and developers should really look at porting applications over. Why you ask? The marketplace isn't quite established if your application isn't selling on iOS and Android you have a chance to port it over and sell it in a market which doesn't have alot of competition and a growing user base.

I recently read an article stating that a developer that developed educational products made 5 times more on WP rather than its iOS counterpart just too much competition. Apparently the average WP user downloads at least 10 apps a month which is more than its iOS and Android counterparts.

Also from what I understand WP apps should be able to run on Windows 8 tablets, PC and Xbox so if you put all 3 markets together that's one BIG market.

This makes absolute sense to me. It’s the very reason why Xbox Live has more games available and why developers create games for the Xbox 360 first and then port them over to the PS3. You develop where there is a market, and $$ to be made.
