Back when iphone 5, four inch screen rumors were circulating, Tim Cook said the following at D:10 conference:

"One thing is that we're not fragmented. Look at the percentage of users who upgraded to iOS 5. We have one App Store. We have one phone with one screen size, one resolution. So it's pretty simple if you're a developer."

Given Tim Cook's sensitivity to fragmentation and ease of development, I strongly doubt this rumor is true.

Yeah, how the Nexus 7 performs is going to be pretty interesting, it should prove demand one way or the other.

Yeah I think that's their strategy -- to sell off once premium high-end devices as budget when the new versions come out, that's why I can't see them releasing a budget device from the get-go.

I don’t think it will ever happen. Apple has seen what device fragmentation has done to Android, why would they do that to themselves?

It's an interesting idea, somewhere between an large iPod touch and a small iPad? I'm thinking Apple wouldn't dive into the sub $499 tablet market without there being sufficient demand for it first, which it doesn't seem like there is at this point in time. Remember the iPod came first, and then the mini and shuffle showed up when they wanted to a piece the lucrative flash MP3 player market. In that case, the demand for the lower end was already strong. It might be something like that.

So I totally understand you not counting the 3gs as a budget iphone, even though it can be picked up brand new for free with a contract, but the 8gb iPhone 4 was definitely made to provide a budget alternative to the 4s.
