Jack Reacher is 6'5", blonde, and known for using quick brutal moves. Never read the books but still thought Cruise captured the mindset of someone like that. He is the 'Man With No Name' archetype. It's not a great movie but it's enjoyable for what it is. I don't think you go to this movie expecting amazing quality and storytelling. Rather light enjoyment. There is no such thing as perfect. Doesn't exist. So the question becomes which flaws do you accept in your movie choices? Because honestly you can tear apart anything if you really want to.

A movie that requires its audience to read the book beforehand in order to appreciate is a flawed film. In fact, I'd wager that most critics and movie-goers alike would agree that reading the books that inspired a movie shouldn't be a prerequisite to seeing that movie.

However, I do think it's important to note in a review of any film based on a book whether the reviewer has read the source material. Not all reviewers do that, and I think that's a problem. You're correct in writing that someone who's read the Jack Reacher books and is a fan of the series will have a very different reaction to the film than someone who knows nothing about the books - which is why it's important to provide some context in the review (which I did).

In this case, I'd argue that the filmmaker should be accused of "lazy work," not the reviewer. After all, the filmmaker didn't bother to make a movie that was accessible to anyone outside the novels' fanbase.

And since you asked, I didn't read any of the Harry Potter books, but I've seen all of the films. The third movie (Prisoner of Azkaban) was the best of the bunch, in my opinion - mainly because it was the only one that felt like a complete movie. The rest just felt like a series of scenes from the book strung together on the screen.

As for The Hunger Games, I read the book and enjoyed the movie, though I think there were a lot of problems with it. I'm not sure whether I'd feel the same way if I wasn't aware of what was left out of the film, so in this case, knowledge of the book might actually work against me.

If you haven't bothered to read the books, you shouldn't be allowed to review the movie. Reacher has a huge fanbase, all of whom will be looking for exactly what this reviewer finds to be major flaws. Really would like to see what Rick Marshall had to say about Harry Potter. Or the Hunger Games. Alex Cross? The criteria for judging movies made from a popular series should differ from that of movies with plots written for that particular movie, or even movies based on one book. Lazy work, Mr. Marshall.
