Comcast, NetZero Agree To Block Child Porn

After being threatened by the New York State Attorney General, both Comcast and NetZero haev agreed to block access to known sites and Usenet newsgroups disseminating child pornography. Most other major ISPs (including Sprint, Verizon, AT&T, Time Warner Cable, Earthlink, and AOL—had previously agreed to block access to the sites using a blacklist maintained by the National Center for Missing and Exploited Children.

Comcast had previously indicated it believed it would eventually sign on to the agreement, but needed to work out details, although neither Comcast nor NetZero have offered any official comment on the agreement.

New York Attorney General Andrew Cuomo has indicated his office will pursue legal action against cable operator and broadband provider Comcast if it doesn’t quickly move to comply with a “code of conduct” drawn up by the state designed to impede online trafficking in child porn. Among other things, the code of conduct specifies that ISPs will block access to Web sites and bulletin board systems that distribute child porn.

Cuomo described Comcast as continuing “to drag its heels when it comes to taking every necessary action to eliminate online child porn from the Internet.”

Verizon, Sprint and Time Warner Cable have all agreed to block access to bulletin boards and websites that carry images of child sex abuse, as well as coming together to give $1 million to help remove child sex sites, according to the New York Times.

The move comes as a turnaround, since previously ISPs had claimed they couldn’t be responsible for what customers did online. And it’s all down to Andrew Cuomo, New York State Attorney General, who arranged the deal with the ISPs.
"You can’t help but look at this material and not be disturbed," he was quoted as saying in the New York Times. "To say ‘graphic’ and ‘egregious’ doesn’t capture it."

Judge Finds Dell Engaged in Deception

Last year, New York attorney general Andrew Cuomo sued Dell Computer, alleging the company engaged in “bait-and-switch” advertising in its credit and financing advertising, and repeatedly failed to provide customers with “expedited” customer service for which they had paid. Today, New York judge Joseph Teresi agreed, ruling (PDF) the company and its affiliate Dell Financial Services engaged in fraud, false advertising, and deceptive business practices, along with abusive debt collection.

New York City prosecutors have added their support to a proposed law that would bar registered sex offenders from accessing social networking sites like MySpace, Facebook, and Bebo.

The Electronic Security and Targeting of Online Predators Act (e-STOP) was introduced to the New York Assembly and Senate last week, and to the degree it would bar sex offenders from contacting minors via social networking sites, it is the first proposed law of its kind in the nation. Under the proposed statute, registered sex offenders would be barred from accessing social networking sites and impose other limits on their Internet usage. For instance, sex offenders would be required to register all their instant messaging screen names and any other identifiers they use online; that information would then be shared with social networking sites so they can pre-screen and block access.

NY Clamps Down on Web Use for Sex Offenders

Following lightly in the steps of New Jersey, which banned Internet access for sex offenders almost completely in December, New York state is considering legislation that would block certain sex offenders from using social networking sites like Facebook and MySpace. The bill, backed by New York Attorney General Andrew Cuomo, was proposed on Tuesday.

According to The New York Times, the law would only ban the highest level of sex offenders, and those who had used the Internet to commit their crimes, from using social networking sites. MySpace and Facebook, though, say they would make a point of barring all levels of registered sex offenders anyway.

Intel Targeted by NY Antitrust Probe

New York Attorney General Andrew Cuomo has announced that his office has issued a subpoena seeking information on whether Intel violated antitrust laws by coercing its customers to shut rival chipmaker AMD out of the market.

Intel is facing similar investigations in South Korea, Japan, and Europe, although—despite AMD’s best efforts—federal antitrust officials have so far declined to weigh in. In 2005, AMD filed a lawsuit against Intel alleging it abused its top position in the microprocessor market to unfairly forcing customers to stay away from AMD. Intel has denied the claims.

Facebook to Roll Out More Member Protection

As part of a settlement with New York State Attorney General Andrew Cuomo, social networking site Facebook has agreed to implement new protections on its service to better respond to complains of abuse, harassment, or inappropriate content, and will also open its operations to independent compliance examiner for the next two years.

Under the new terms, Facebook will response to any complaint about online harassment and abuse, or the presence of nudity or pornography on the site within 24 hours: Facebook users just need to contact abuse@facebook.com. Facebook has also agreed to have its compliance monitored by an Independent Safety and Security Examiner (ISSE), who will be approved by the New York Attorney General.
