Phone Operators Down on DRM Proposal

“Under the original patent pool proposed by MPEG LA royalty rates for patents essential to digital rights management functionality would be $1 per device to be paid by product manufacturers while service providers would pay 1 percent of any transaction in which users pay for digital content.

That scheme, however, angered the GSM Association, suggesting the per-device fee touted by the MPEG LA was unreasonable and excessive, and that its members consider the per-transaction fee as unworkable in the market.

In response MPEG LA has revised its proposal with reduced handset and transaction licensing fees, the GSM Association said. However, the Association’s board has expressed serious disappointment with the revised terms

Mobile Carriers Want Cheaper DRM Fees

“The association threatened to abandon the open standard and called for new, cheaper digital rights management (DRM) systems, although this could mean fragmentation that would prove frustrating for consumers.

The operators’ complaints follow similar grumbling by manufacturers of mobile phones and consumer electronics, who told Reuters in late February that a $1 royalty per mobile device was too high a price just to protect digital music and video against illegal copying.

They said they would not be able to recoup that amount with revenue from digital entertainment.

RIAA Launches New Wave Of Suits

Music lawyers filed the newest cases against 532 “John Doe” defendants – identified only by their IP addresses – and expected to work through the courts to learn their names and where they live.

The recording association said each person was illegally distributing an average of more than 800 songs online. Each defendant faces potential civil penalties or settlements that could cost them thousands of dollars.

The resumed legal campaign was intended to discourage music fans emboldened by last month’s federal appeals court decision, which dramatically increased the cost and effort to track computer users swapping songs online and sue them.
