Paul Allen Gets Into 700 MHz Auction

Billionaire entrepreneur and Microsoft co-founder Paul Allen has applied to bid in the FCC’s upcoming 700 MHz spectrum auction, going up against major telecommunications providers as well as Internet giant Google. Allen’s application comes via his investment company Vulcan Capital, which has been behind everything from genetics research to the Portland Trailblazers to Seattle’s Experience Music Project.

Vulcan’s name turned up in a list of applicants (PDF) seeking to bid on the 700 MHz spectrum block, seen as being the best opportunity to implement a significant wireless broadband service in the Unites States. Although several blocks of the 700 MHz have already been auctioned off—Qualcomm and AT&T already have pieces—a major swath of the spectrum will be opened up when the U.S. officially ceases analog television broadcasts in February, 2009.

eBay And Yahoo Japan Join HandsSeven years ago eBay entered the Japanese market. Two years later it was forced to retreat, tail firmly between its legs, unable to compete in a country where theonline auction market was dominated by Yahoo Japan.   But what a difference time makes. Now the pair of titans have agreed to work together in the onlineauction business in Japan, according to an Associated Press story, in a move that will make it easier for Japanese to buy goods from elsewhere and for internationalconsumers to get their hands on Japanese items.   Yahoo has said that Japanese will be able to bid on eBay items via the Yahoo auction site by March, at the new Sekaimon site, to be run by NetPrice. A few months after that, a special eBay site will allow outsiders to bid on items up forgrabs on Yahoo Japan’s auction site.   Language has always been a major problem, and the companies say they will be able to bridge that, benefiting consumers everywhere. Although Yahoodominates the Japanese online auction market, in others parts of the world it’s dwarfed by eBay.   For eBay this marks another Asian partnership. It already has a joint venture in Chinaand is planning another in Thailand, with the possibility of a further venture in Vietnam.  

Google Formally Enters 700 MHz Auction

In recent months, Internet giant Google has repeatedly indicated its interest in the upcoming FCC auction for spectrum in the 700 MHz range, first saying it would guarantee a minimum bid of $4.6 billion if certain principles of “openness” were imposed on the spectrum, then—when the FCC only made a partial commitment to openness on the “C block” portion of the auction—indicating it might bid on the spectrum itself, and, if it won, mandate the openness requirements it believes are necessary to the development of nationwide wireless broadband.

FCC Vote Partly Opens 700 MHz BandThe Federal Communications Commission (FCC) voted yesterday on rules that will govern the upcoming auction of the 700 Mhz radio spectrum band, and camedown…firmly on the fence.   Under the rules, people would be able to use any mobile phone and software on networks taking up about one-third of the spectrum to be auction. This is apartial victory for Google, which had been lobbying to have the auction winner sell access to its network on a wholesale basis to other companies. The searchauction giant, which is rapidly expanding everywhere, including possibly the cell phone market, had favored the rule change as a way to speed innovation and competition in the cell phone industry.  The auction for the band is expected to bring up to $15 billion into government coffers, has to begin by January 28 next year. The 700 Mhz band (which actually runs from 698 – 806 Mhz)is being made available for new wireless digital services by broadcasters who are moving to digital TV transmission by the beginning of 2009.   Although the language of the result hasn’tbeen made public, it would seem that any company that wins the spectrum will be forced to leave it open for devices it doesn’t control. It doesn’t affect the existing spectrum.  Google and others had been very vocal recently in support of the creation of an open-access wireless network, and to allow the new spectrum owner to sell portions of it wholesale to other companies,which would take control away from traditional carriers. As it stands, two of the four openness standards proposed by Google were adopted.   “The Federal Communications Commission madereal, if incomplete, progress for consumers this afternoon,” said Richard Whitt, Google’s Washington telecommunications and media counsel.

eBay To Take Another Swing At ChinaAfter failing to completely crack the online auction market in China once, eBay is going back for a second attempt.   The auction giant will re-launch there ina few months, using a local partner, TOM Online, and employing new restrictions that it hopes will eliminate the sale of counterfeit goods.   To beknown as TOM eBay, the new venture will have some significant differences from the last attempt. There will be a limit on the amount of luxury goods any one person can sell, and payments will be heldin escrow until the purchasers are happy with the quality of goods received.   “Whatever we do elsewhere to assure trust and safety, in China we have to do more,” said eBay head MegWhitman.   TOM Online will own 51% of the new venture, for which it’s paid $20 million. eBay is investing $40 million for its 49% stake. The companies will split revenues and profits.  eBay has experienced failure in both China and Japan before, and currently has no plans to re-enter the Japanese market, where Yahoo has great dominance.Coincidentally, Yahoo has now pulled out of the North American auction market in the face of eBay’s dominance.   In 2003 eBay, then partnered with EachNet, had 79% of the online auctionmarket in China. However, the launch of Taobao, owned by Chinese e-commerce giant, Alibaba, eroded that position, and withintwo years eBay’s share had fallen to just 36%.   The move back into China makes sense. Skype, the Internet phone service that eBay bought, has morecustomers there than in the U.S., and it continues to experience phenomenal growth there.

The Gavel Comes Down on Yahoo Auctions

Earlier this week, Yahoo announced it would shut down its Yahoo Photos site in favor of its other photo-sharing property, Flickr; now, Yahoo has announced it will be shutting down its Yahoo Auctions service in the U.S. and Canada as of June 16, 2007.

"After careful consideration, we have decided to close down our Yahoo U.S. and Canada Auction sites to better serve our valued customers through other Yahoo! properties," Yahoo said in a statement on its site.

T-Mobile Scores in Airwave Auction

The Federal Communications Commission has concluded a spectrum auction originally opened on August 9, 2006 (PDF), and the big winner for the newly-available bandwidth looks to be number four U.S. mobile operator T-Mobile, which won some 120 licenses with bids totallying almost $4.2 billion. The bandwidth offered by the new spectrum licenses in the 1,710 to 1,755 MHz range will enable the company to offer next-generation data services to its subscribers, and make it a likely target for partnerships with other U.S. mobile operators looking to offer 3G mobile services to subscribers in T-Mobile’s newly-acquired turf.

eBay Hits 200 Mln, Adds Skype Functions

At its annual users’ conference in Las Vegas, eBay CEO Meg Whitman announced that the online auction company signed up its 200 millionth member on Saturday, June 10, making the membership of eBay larger than the populations of all but the four most-crowded nations on earth: China, India, the U.S., and Indonesia. The figure would be slightly higher if it included memberships of other eBay properties like Shopping.com, Rent.com, and online classified sites

eBayer Selling Jenny’s Number

The number, made famous in the song “Jenny/867-5309″ by one-hit wonder Tommy Tutone, is being auctioned off on eBay in the New York City 212 area code.

With the advent of number portability, the winning bidder can port the number to their own service or as the seller states, to an account with Internet telephone company Vonage and use it in any city they want.

As of the time of this writing, the auction had received 10 bids and was already up to $1,025.

eBay must pay $35 million in patent case

Tuesday’s $35 million award did not involve eBay’s primary auction business.

But patent law experts said it may force eBay to drop Half.com, a discount e-market, and “Buy it Now,” which offers fixed-price options on eBay’s main auction site. About a third of the company’s merchandise can be purchased for a fixed price.

“If it’s upheld that the patents were violated, then the court could issue an injunction against practicing the patents,” said San Francisco patent attorney Neil Smith.

Fighting back
Experts say that would hurt the company much more than the damage award of $35 million, which Smith called a “drop in the bucket to eBay.”
