Broadband For All Europeans?

Should everyone have the right to broadband Internet access? That’s the issue before the European Commission at the moment, and they’re leaning toward yes. They’re bringing forward reviewing what basic telecoms services Europeans can expect, according to the BBC.

Under EC rules, when the majority of people in the European Union enjoy a telecom service, it becomes one all Europeans should have access to. But at the moment, figures indicate that only 36% of EU citizens have broadband access.

However, when announcing the review, EU Telecoms Commissioner Viviane Reding said:

E.U. Mobile Costs To Fall?

The European Commission is taking steps to change the termination fees, which are the amounts mobile operators charge each other to use their networks. The plan is that by 2011 those figures will be harmonized across Europe, as opposed to the national fees currently enacted – currently 27 different ones. The belief is that this will result in lower call costs for consumers.

These termination fees are nine times higher for mobiles than for landlines, according to the BBC, ranging from two Euro cents a minute in Cyprus to 18 Euro cents a minute in Bulgaria. The estimate is that by bringing all these fees into line, calls could become 70% cheaper.

EU To Unify In-Flight Calls

The European Commission has announced a plan for enabling a pan-European approach to in-flight mobile phone calls. The plan would enable a carrier in one member nation to offer phone communications services to passenger when flying over another member state, without having to apply for operational licenses in that country. The goal is to offer a single regulatory framework for in-flight calls.

Although individual airlines will still be responsible for deciding when (and if) mobile phones can be used during flights, the EC measures would introduce a non-binding set of guidelines for mobile licensing and a set of standards for on0-board equipment to be used for in-flight calling throughout the EU.

EU Texting Charges To Drop?

Sending a text or having mobile Internet access while traveling from one European to another can be an expensive business – far too expensive, according to EU Commissioner Viviane Reding.   She’s told mobile operators throughout Europe to cut their charges before summer, or the EU will step in with regulations forcing a price reduction, the BBC has reported.   "Sending text messages or downloading other data via a mobile phone while in another EU country should not be substantially more expensive for a consumer than sending text messages or downloading data at home," Reding said. "If the industry does what it claims it can do, bringing prices down to normal, then of course, regulation will not be necessary."   At present, sending a text while abroad can cost up to 95 cents, and 1MB of data up to $8.22. Reding said in no uncertain terms that she expects “credible reductions” that would leave text prices at no more than four cents above domestic levels.   With 200 billion texts sent annually in Western Europe, that will involve a lot of money.   The EU commissioner has had run-ins with mobile operators before. Last year the EU accepted her recommendations forcing operators to cut European roaming charges, on average by 50%.

Europe Selects Mobile TV Standard

It comes as no shock or surprise, but the European Commission has confirmed the selection of DVB-H as the standard for mobile television throughout thecontinent.   EU Commissioner Viviane Reding had announced as much back in July, although the decision was subject to confirmation, which has now arrived.   The Mobile DTV Alliance wasformed in 2006 by Nokia, which helped develop DVB-H, along with Intel, Motorola,Modeo and Texas Instruments.   “EU member states endorsed the Commission’s three-pillar strategy presented inJuly, putting in place a joint approach to licensing mobile TV to accelerate rollout of services and encourage innovative business models," the EU said in a statement.  

Land Rush for Personal ‘.eu’ Domain Names

The European Registry of Internet Domain Names reported that more than 300,000 people had applied for personal domains in the top-level .eu domain during its first hour of availability, with applications increasing to over 700,000 during the first four hours the TLD was open to the public. Current stats show the number of applications will shortly top 1 million.

The .eu top-level domain has been available to businesses and some organizations since December 2004; more than 300,000 applicants requested domain names in the space, of which over 50,000 have been approved. The Pan-European top-level domain exists alongside top-level domains for individual European nations (like .fr for France, .de for Germany, .es for Spain, etc.); several accredited registrars are handling .eu domains, and individuals are encouraged to shop around for the most appropriate deals.
