New Bill Would Increase U.S. Cybersecurity

A new bill has been presented to Congress aimed at setting computer security standards not only for government departments, but also for those private companies that control infrastructure, such as power or telephone communication.

Sponsored by Senators John D. Rockefeller IV and Olympia J. Snowe, the bill proposes the creation of a National Cybersecurity Advisor (NCA) who would have direct access to the president and the power to shut down any part of the infrastructure in the event of an attack.

P2P Comes To Aid Relief

There’s a new P2P network coming. But it won’t be file-sharing this time. The new iCare network, invented by a pair of UC Berkeley students, will make for a much faster flow of disaster relief in the United States.   Anand Kulkarni and Ephrat Bitton, both working on their PhDs,were inspired by Hurricane Katrina and its nightmare aftermath. Communications were virtually impossible, and the logistics of relief became a nightmare in New Orleans.   Under their iCaresystem, which is currently in development, it would be come much easier to pair needs and supplies so survivors of disasters can start to reassemble their lives.   Survivors would list theirneeds, using cell phones or computers in aid centers. The system would then automatically send their requests to companies or organizations with the supplies to fill them. Maps showing the locationsof victims are built into the system.   Of course, that’s only half the battle – the other part is delivery. However, iCare will have an algorithm program to find free space ontrucks owned by companies that have signed up, and which will be go into the affected areas. Not only that, the program will be able to plot the fastest route for the driver to drop off the supplieswhere needed.   “There’s a massive desire on the part of the public to help after disasters, and they just need a good way to transform that desire into something tangible for thevictims,” said Kulkarni.   The plan isn’t for iCare to go it alone, but co-ordinate with existing agencies on aid relief.

Even as storms were buffeting Europe, email messages bearing the Small.DAM Trojan horse begin pummeling email servers and inboxes around the world, claiming to carry details of the storm’s rampage. The email messages, many bearing the subject “”230 dead as storm batters Europe,” could leave unprotected computers vulnerable to attack or takeover by spammers. When opened, the attachment—which could arrive under a number of different names—installs a back door which can give the malware author complete access to the infected PC.

XM, Sirius to Simulcast Katrina Concert

A special benefit concert to help victims of the Hurricane Katrina disaster is being organized by the NBC Universal Television Group for today at 8:00 pm ET. As part of the concert broadcast, rival satellite radio providers XM and Sirius both announced plans to simulcast the concert to their respective listener bases.

“A Concert for Hurricane Relief” will broadcast on XM’s MSNBC channel 130 and CNBC channel 127, while on Sirius the concert can be heard on CNBC channel 101. It will also air across NBC’s broadcast and cable TV channels. The event, which will be hosted by Matt Lauer in New York, features music artists including Faith Hill, Aaron Neville, Tim McGraw, Harry Connick, Jr. and Wynton Marsalis, and appearances from stars including Leonardo DiCaprio, Mike Myers, Hilary Swank, Lindsay Lohan, Claire Danes, John Goodman, Eric LaSalle and Eli Manning.
