A Levy For Faster Broadband

Yesterday saw the publication of the Digital Britain report, and one of its more interesting ideas was a way to finance an upgrade of the infrastructure to give everyone faster broadband – a tax.

In this case it will be a small month levy – around 50p, or 75 cents – on everyone with a landline phone.

Report author Lord Carter said:

"It is a contribution which we are asking people to make – it’s six pounds a year – offset, as we make very clear in the report, by the likely continued reduction in headline prices because of the competitive market we have in this country."

Britain Proposes A Digital Rights Agency

It is, they claim, a “straw man” – a paper intended to provoke debate and comment rather than represent policy. The paper, published yesterday, proproses starting a Digital Rights Agency in Britain, a major step. But Lord Carter, the man behind the Digital Britain report, said that if it was torn apart, then it would mean there was no commonality in the industry, in which case the government would either leave the industry to its fate, or bring in extensive legislation.

 Interim Digital Britain Report Released

The interim Digital Britain report was finally released yesterday, four days later than planned, outlining plans for the UK’s digital feature. The man behind it, Lord Carter, the communications minister, set out a platform that includes broadband for all by the time Britain hosts the Olympic Games in 2012.

The broadband speeds would be “up to” two megabits per second, fast enough to watch or download a movie, and will employ a mix of landline, mobile and wireless technology, with the impetus coming from telecoms companies and broadcasters, rather than from large government subsidies.
