EU court upholds Portuguese gambling rules

The EU’s Court of Justice has upheld Portuguese restrictions on online gambling.

The Luxembourg-based court threw out a case brought against the Portuguese government’s nonprofit lottery and betting organization by Gibraltar-based BWIN and the Portuguese professional soccer league.

The soccer league and BWIN had offered soccer games for betting via the Internet in Portugal but were both fined euro75,000 each for violating the gambling restrictions.

The two appealed their fines to the EU court saying it violated key EU freedoms to conduct business anywhere in the 27-nation bloc.

Cable Damage Takes West Africa Offline

Just a couple of weeks ago, a new cable brought East Africa online. Now, problems with an undersea cable have caused communications disruption in several West African countries – specifically Benin, Togo, Niger and Nigeria.

The damage is to the SAT-3 cable which runs from Portugal and Spain to South Africa, via West Africa, the BBC reports, and in Nigeria it’s taken out around 70% of the bandwidth, forcing companies to use satellite links to keep in touch.

The cable is 15,000 km long, and touches on several West African countries on its route.

China-Based Cyber Spy Network Uncovered

It’s a major discovery, a cyber spy network that’s infected 1,295 computers in 103 countries, according to the Information Warfare Monitor (IWM), which is made up of researchers from Ottawa-based think tank SecDev Group and the University of Toronto’s Munk Centre for International Studies.

That might not seem like a lot of computers, but those machines are in foreign ministries and embassies. The discovery occurred after IWM was asked to investigate computers belonging to the Dalai Lama. From there they uncovered something far more complex, a network of spying on the ministries of foreign affairs of Iran, Bangladesh, Latvia, Indonesia, Philippines, Brunei, Barbados and Bhutan, as well as embassies of India, South Korea, Indonesia, Romania, Cyprus, Malta, Thailand, Taiwan, Portugal, Germany and Pakistan.

Folks who thought eBay’s online payment service PayPal was already pretty ubiquitous might be in for a little shock: the service is expanding its global reach by rolling out fully localized sites in Mexico, Singapore, and Hong Kong, as well as adding nine new languages to its primary Web site, including Danish, NOrwegian, Portuguese, Russian, Swedish, Thai, Traditional Chinese, Turkish, and Bahasa Indonesian.

The additions bring the number of localized PayPal sites to 18, and make PayPal accessible to about 120 million more potential users. Users will be able to send and receive payments using their local currencies, as well as conduct transactions with PayPal’s existing 65 million account holders.

Microsoft has announced an agreement with Portugal to put WIndows XP, Microsoft Office 2007, and a selection of educational products onto Portugal’s “Magellan” laptops, based on Intel’s Clasmate PC design. The notebooks cost school children just €50, and are aimed at accelerating technology adoption in Portuguese schools.

“For the first time a whole generation will grow up to have strong English and ICT skills,” said Portugal’s prime minister Jose Socrates, in a statement. “This new generation will be better prepared and able to contribute more to the modernization and development of Portugal. Furthermore, with the Magellan initiative, a PC will be introduced in many homes for the first time, thus also strongly contributing to overcoming info-exclusion in general.”

Venezuela Inks Deal for 1 Mln Classmate PCs

Earlier this year, Portugal made a deal with Intel to produce 500,000 Classmate PCs under license based on Intel’s design. Now, Portugal has turned around and made its own deal with Venezuela that will see one million Linux-powered Classmate PCs for use in Venezuelan schools. Although terms of the deal were not given, the move is part of a broader package of agreements involving energy development, infrastructure, and housing valued about about $3 billion.

Portugal Orders 500,000 Intel Classmates

The Portuguese government wants to have many more laptops available for elementary school students, and that’s making Intel rub its hands in glee. According to AP, Portugal has placed an order with Intel for 500,000 of its Classmate low-cost laptops. Under the deal, Intel will be technology adviser to Portugal’s Ministry of Public Works, Transportation and Communications – the Ministry co-ordinating the laptop distribution.

The machines will be distributed over this next school year, and parents will have a choice between Linux and Windows OS. Intel spokeswoman Agnes Kawn also claimed that Intel had already shipped “hundreds of thousands” of Classmates to 30 different countries.

Orange Lands Multi-Country iPhone Deal

Apple continues to sign agreements with international mobile operators to bring the company’s iPhone to a larger market, just as the company is reportedly prepping to launch a new 3G-enabled version of the device, along with version 2.0 iPhone software. Today’s announcement come’s from France’s Orange, which issued a one-sentence statement saying it has reached an agreement with Apple to distribute the iPhone in Austria, Belgium, the Dominican Republic, Egypt, Jordan, Poland, Portugal, Romania, Slovakia, and Switzerland later in 2008, as well as Orange’s African markets.

Vodafone to Offer iPhone in 10 Markets

International mobile operator Vodafone—which owns part of the U.S.’s Verizon Wireless—has announced that it has reached an agreement with Apple to sell the iPhone in ten international markets—including Italy, where Telecom Italia had recently been reported to have made a non-exclusive deal with Apple to sell a 3G iPhone.

In addition to Italy, Vodafone says it will offer iPhones in Australia, the Czech Republic, Egypt, Greece, India, Portugal, New Zealand, South Africa, and Turkey. Vodafone hasn’t released any other information, including which version of the iPhone it plans to sell: the existing GSM/EDGE model, or the forthcoming 3G model.

Vodafone Makes Friends with Facebook Mobile

Vodafone has become the first mobile operator to sign on to the Facebook for Mobile Operators platform, a set of technical specs and services designed to help network operators more easily offer Facebook applications for mobile devices, rather than relying on accessing the site through traditional PCs or Web browsers embedded in mobile phones. Financial terms of the deal were not disclosed.

Facebook Mobile does not currently carry any advertising, and until now was available in an unsupported form. Under the new platform deal, Facebook Mobile will get full support from the company. As the platform expands, industry watchers anticipate both Facebook and mobile operators will look to monetize the services through targeted mobile advertising.
